    1. PURPOSE:

    This Letter of Agreement (LOA) outlines procedures to be used by Oakland Center (ZOA) and Seattle Center (ZSE).

    2. ROLES AND RESPONSIBILITIES:

    The Offices of Primary Responsibility (OPR) for this LOA are the ZOA Facility Advisory Board and the ZSE ARTCC Deputy Air Traffic Manager.

    3. DISTRIBUTION:

    This LOA is intended for use by controllers staffing ZOA and ZSE positions.

    4. BACKGROUND:

    This LOA, when in effect, shall supersede any and all previous LOA's between ZOA and ZSE. This LOA outlines procedures for handoffs and routings between the respective centers. This LOA establishes "arrival fixes" through which traffic will be routed, to establish consistent traffic flows between the ARTCCs.

    5. REQUIREMENTS:

    5a. General Handoff Procedures

    (1). General handoff procedures shall be in accordance with current VATSIM and VATUSA policies.

    (2). When sectorized, handoffs to ZOA are to OAK_C_CTR on 127.80.

    (3). When sectorized, handoffs to ZSE are to:

    • SEA_S_CTR on 126.10 (North/South configuration).
    • SEA_D_CTR on 135.15 (Four-sector configuration).

    5b. Procedures and Responsibilities:

    5b(1). The following table outlines arrival routing from ZSE to ZOA.

    ZSE shall ensure all traffic bound for the listed destination from the departure area is cleared via a route that includes the corresponding route segment:

    5b(2). The following table outlines arrival routing from ZOA to ZSE.

    ZOA shall ensure all traffic bound for the listed destination from the departure area is cleared via a route that includes the corresponding route segment. When applicable, the aircraft shall be at the listed altitude prior to handoff. 

    Any aircraft routed via MOXEE.MOXEE6 is also acceptable into Portland.

    Any aircraft (RNAV Capable) routed via LMT.HAWKS2, or LMT.HAWKS2 are also acceptable into Seattle.
